The Housing Precarity Risk Model (HPRM) provides a national analysis of housing precarity, identifying vulnerable neighborhoods that are in particularly urgent need of assistance and resources from local, state, and federal agencies. Precarity is measured through a combination of pre-pandemic concentrations of low-income renters, low-income displacement risk, eviction lockout risk, unemployment, and Covid-19 infections.
